Process Certification

Process certification, unlike product compliance verification, demonstrates that a process is performed in a controlled and high-quality manner. A single product may comply with the quality and safety requirements defined by a standard; however, in order to ensure that additional products from the same production series will also comply — without the need to inspect every individual item — it is necessary to evaluate and certify the manufacturing process and its controls at every stage.

Process certification is intended to ensure the satisfaction of all parties involved, including the end user, who can be confident that they will receive a high-quality, safe product that complies with applicable standards while remaining reasonably priced and commercially competitive.

Pressure Equipment

In more complex products such as pressure vessels, various manufacturing processes are involved, including welding. From the manufacturer’s perspective, it is impractical to perform destructive testing on every weld in the vessel, because ultimately there would be many tests but no finished product remaining. From the customer’s perspective, however, every stage of production should be verified to ensure full compliance with requirements.

The challenge is that exhaustive inspection of every production stage would dramatically increase costs and make the product economically impractical.

Standards Mark Certification

A Standards Mark indicates that the products bearing it comply with the applicable product standards. Products carrying the Standards Mark are assured to meet the quality and safety requirements defined in the relevant standards. The Standards Mark system grants manufacturers permission to label their products accordingly.

A manufacturer seeking confirmation that its product complies with an applicable Israeli Standard may receive authorization to apply the Standards Mark once the Standards Institution of Israel has verified compliance and determined that the standard is eligible for certification.

Mandatory Standards Mark

A Standards Mark becomes mandatory for products that the Commissioner of Standardization at the Ministry of Economy and Industry has determined require oversight by the Standards Institution regarding both the product and its manufacturing processes, in order to ensure compliance with applicable standards.

This determination is made pursuant to the Standards Law, 1953, and the related regulations and orders applicable to mandatory certification. In such cases, products may not be manufactured without obtaining approval from the Standards Institution.

Benefits of the Standards Mark for Consumers

A product carrying a Standards Mark authorization demonstrates that:

  • The product complies with applicable standards
  • The manufacturer’s production and quality control processes are monitored
  • All manufactured products are expected to be safe and of consistent quality

Benefits of the Standards Mark for Manufacturers

Receiving authorization to mark products with the Standards Mark assures manufacturers that they comply with the applicable standard requirements, whether mandatory, official, or voluntary.

Foreign manufacturers marketing products in Israel may also obtain authorization to mark their products with the Standards Mark, thereby facilitating the import process into the Israeli market.

ISO 9001 Quality Management System

ISO 9001 is an Israeli Standard that constitutes a translation of the international ISO 9001 standard.

The standard defines requirements for a Quality Management System (QMS). Compliance with the standard demonstrates that the organization:

  • Is capable of consistently providing products that meet customer requirements and applicable legal and regulatory requirements
  • Seeks to enhance customer satisfaction through the effective implementation of its quality management system
  • Addresses risks and opportunities related to its organizational context and objectives
  • Implements continual improvement processes to ensure conformity with customer and regulatory requirements

ISO 9001 is suitable for all types of organizations, regardless of their size, type, products, or services. Organizations are required to define and manage processes that ensure long-term compliance with customer expectations and applicable requirements.

The standard is based on core quality principles, including:

  • Customer focus
  • Leadership
  • Engagement of people
  • Process approach
  • Improvement
  • Evidence-based decision making
  • Relationship management

The standard utilizes the process approach, the Plan-Do-Check-Act (PDCA) cycle, and risk-based thinking to establish an effective quality management system.
