Standards and Regulation

Standards serve as an essential tool for establishing standardization and a uniform framework for product compliance. Standards are used to ensure product quality and include guidelines, rules, methods, and criteria designed to verify that products meet applicable requirements.

An Israeli Standard established by the Standards Institution of Israel is generally considered a voluntary standard. However, the Minister of Economy and Industry may, following consultation with the relevant stakeholders, declare a specific standard — in whole or in part — as an official Israeli Standard through formal publication in the official records.

In order for a standard to be declared official, it must satisfy several criteria, including:

  • Protection of public safety
  • Protection of public health
  • Environmental protection
  • Ensuring compatibility or interchangeability of products
  • Providing information where no alternative mechanism exists to adequately protect consumers
  • Preventing significant economic harm to consumers arising from the use of systems, materials, or products used in construction, whether visible or concealed

It is prohibited to manufacture, sell, import, or use a product subject to an official standard unless it complies with the applicable requirements.

Responsibility for enforcement of official standards lies with the Commissioner of Standardization at the Ministry of Economy and Industry, who is authorized to conduct inspections and verify compliance with the Standards Law at any time. Where violations of the Standards Law are identified, legal proceedings may be initiated against businesses, importers, or manufacturers.


Regulation

Regulation is intended to govern various activities within the state through laws, regulations, directives, orders, and administrative instructions, and serves as a central governmental policy tool.

The purpose of regulation is to organize and supervise commercial activities, industrial operations, and market behavior, as well as to define the extent of governmental oversight over such activities.

In light of the extensive regulatory framework in Israel, together with the adoption of numerous European and international standards, the approval process for products and industrial processes has become increasingly complex, often requiring the involvement of highly specialized professional experts.
